Distinguishing Faith from Politics: The Rationale Behind the Muslim Brotherhood Terror Designation
A vital distinction should be drawn here: identifying the Muslim Brotherhood as a terrorist group is not an act of pursuing the Islamic faith or the millions of peaceful American Muslims which it purports to represent, but in fact, a radical political movement. According to its own organizational documentation, including the so-called "Explanatory Memorandum on the General Strategic Goal of the Group in North America" that was found in 1991, the Brotherhood itself has a long-term strategic goal of achieving a "grand Jihad" to eliminate and destroy Western civilization: "The Ikhwan must understand that their work in America is a kind of grand jihad in eliminating and destroying the Western civilization and in order to do that, they must understand that the Ikhwan work in America is a kind of grand jih It is not religious mission, but political one that uses the religious imagery.
The worries of the U.S. government are proved true by organizational as well as ideological affiliations of the Brotherhood to organizations that are labeled as terrorists. The Hamas (a Foreign Terrorist Organization since 1997) was established as a Palestinian branch of the Muslim brotherhood. There is an ideological congruence in place. The possible classification of the State Department is in direct response to this nexus as the doctrine of the brotherhood is the ideological foundation of violent jihadist groups across the world.
Moreover, the actions of some organizations in the U.S. correspond with the strategy that the Brotherhood has given out. An example is the recent flirting by Hassan Shibly, a former Florida director of CAIR, on the "Blood Brothers Podcast" in August of 2025, which talks about a more functioning approach to jihad. He claimed that the only reason why Muslims are in western countries is to make these countries good and the top of the agenda there is dawah meaning proselytizing. Although this is stated in the language of civil rights, this is the same approach that the Brotherhood took in attempting to transform systems from the inside. The classification initiative is an insuring factor It preserves the national security of the United States of America by disrupting a network that takes advantage of liberties and safeguards civil society by inhibiting the radicalization of the youth.
